STUDI TAFSIR AYAT AL-QURAN: BENDAHARA NEGARA, KEBIJAKAN FISKAL, DAN APBN
Abstract
The research is inspired by the verse of Yusuf: 55 regarding the state treasurer and fiscal monetary policy. It aims to identify the crucial role of the state treasurer in formulating and implementing fiscal monetary policies in the context of the Islamic economy. This verse highlights the concept of economic justice and responsible resource management. In Islamic countries, the management of state finances, including fiscal and monetary policies, is guided by principles contained in the Quran and Sunnah. These policies encompass the administration of zakat by the state, collection of jizyah, implementation of al-fay' and al-ghanimah laws, and public ownership. The study examines how fiscal and monetary policies can be interpreted and reapplied in the modern context, considering regional conditions and the principle similarities between fiscal policies in Islam and modern economic principles. It also explores how the Indonesian government can interpret and implement Islamic fiscal policies that are suitable for the context of the Islamic economy, with a focus on maintaining economic stability. Fiscal policies in Islam are considered flexible and open to ijtihad, and their interpretation should use a contextual approach. The research emphasizes the importance of justice between Muslim and non-Muslim communities in state financial management, as well as the significance of distributing zakat for the welfare of the underprivileged, both Muslims and nonMuslims.
